Accident While Backing Up - Who is at Fault

My question involves insurance law for the state of: GA.

My daughter had several friends over for a pool party, a friend was leaving and my daughter and another friend moved 2 cars with permission of the owners, my daughters friend backed into my daughter causing about $1000 damage to both cars. Should this be the responsibility of the girl that backed in to the car my daughter was driving?
